Phone beeps 3 times

Hii have an iPhone XR and when I try to dial certain numbers it beeps three times and hangs up. Anybody have any ideas?Garth

if I'm not mistaken before there were higher data plans then 3g but cost more obviously. is that not offered anymore? I only see 3g data add ons. thanks

Phone lines down in Moncton, NB, Canada
