Service and Data not working on IPhone 6+

I have used methods I've seen online like resetting network settings, turning airplane mode on and off, etc. Resetting network settings worked twice, but after an hour or so it goes back to "Searching...".

Plan now deactivated that used same credit card for months and months.  Credit card valid and not expired.  Tried another valid one says problem updating!  WTF is going on?!?

Data not working

I upgraded my plan recently and since, my data has not worked. I reset the phone, reset my network settings, removed sim card and put it back in checked the APN settings and everything else google suggested. Nothing is working.

Resolved! Long distance fees

Just need clarification on this, I have the $15 plan so I get 100 minutes of Canada wide calling.  Does this mean if I live in Toronto and go up north someone can call me and there would not be charged long distance fees for either of us ?
