Resolved! No calling in our out

New account 3 hours ago and can't make calls in our out.  I can receive texts and my old Roger's sim card has been de-activated.  Tried restarting, taking sim card out and replacing, turning off wifi.

I've had public mobile and the same device for years with no issues. Suddenly can't receive texts (can still make calls and send texts). Have tried restarting phone, airplane mode on/off, manually selecting operator. Please advise... Thanks.
