Resolved! 2UV1 cannot make calls

I have tried to make a local BC call and it is not working I am getting an engaged dial tone. I also tried a toll free number and I am receiving a error stating: "2UV1 all circuits are busy, please call later". Why cannot I make these calls?

My wife's 250mb was fully consumed and she is now drawing down on the 1gb reserve for the next 7days. Will she get any "alert/warning" message if the reserve gets too low? At what point would such an alert kick-in?thanks Community for your responses....
