Resolved! calling within province but says its international

I just switched to public mobile a week ago. I have the 15$ plan and I can receive all calls but when I try to make a call it says I don't have an international add-on... What's going on? I'm suppose to have 100 minutes of province-wide minutes.

I’m trying to set up 2 accounts. I have used 3 different browsers. Using a separate browser worked setting one up but the second one I still get error code 821. They’re coming from Koodo and keeping same #. I don’t know why this keeps messing up.
