Picture Messaging

I cannot receive picture messages from networks other than Public Mobile.  Data is on; APN is correct; swapped SIM cards; tried another phone....even upgraded my plan, but the problem still persists.

When I enter my password to sign in it loads a "this page is down or unavailable for maintenance. Click below to go to my acc page." Both links don't work...  is this scheduled maintenance? I only need to change my payment info for my plan.

Can't make calls from US with roaming add-on

I purchased a roaming package for travel to the US but I can't make an outgoing call. I dial the number (including to voicemail) and nothing happens. I have restarted my phone, etc.
