The above could still be sent as MMS. Separate chat or instant messaging services aren't required.

This is because of the SMS limitation if you turn on your data and try to send the message it should work.

HI @BarryW this is normal, it is a limitation of the technology , not a problem with PM service
The limit for a standard SMS text message is 160 characters. If your SMS message contains a Unicode character, the maximum character length will become 70 characters long. Icon is not regular character and hence it won't work
