Can't make paymennt with Valid Visa Debit

This is incredible that I've somehow come to forums to resolve this?  My visa debit payments are getting rejected as if e card is invalid, but it is not.  This is like a resolve now or loose a loyal customer in an hour situation.

I was trying to change my plan and it asked me to add funds. I ended up charging my card twice. How do I get a refund and find out if it actually changed my plan?
