I need to pay my plan and I can't open my account because I forgot my password and the answer to the special question answer.

@Oceana do you know if a My Account/Self Serve has been created before?
If not, you can register for one here: https://selfserve.publicmobile.ca/self-registration/
Otherwise, if the forgot your password is not working you will need Customer Support Agents (CSA) assistance if you are a current customer or have been suspended within 90 days.
