Bill is paid but I can't call out; can only text and receive calls.

My $40 bill was paid March 12th but for some reason I can't call out to anyone. I get an automated message telling me to change/pay my plan.  The payment was received and I can receive phone calls and texting/data isn't an issue. How do I fix this?
