Problem to call a contact with Bell phone #

Resolved! I didn't get the 10 dollars back

it said that if I use a referral number when activate, I can get 10 dollars back. But I haven't got it. CIt also said that the referral number's owner can get a deduct of one dollar from her monthly fee, is it right? Thanks.
