Unable to Read SIM Card

At random times, and at different lengths, my SIM card is 'unable to be read', making it so I cannot call or text. When I restart my phone, I can text or call for a short amount of time, then it goes back.

It is really difficult to remember to reset the statistic every month. Is there a way to make it do it automatically?I assumed that ios would access my data plan to determine the "current period", but it doesn't so the period last forever.
