Unable to access voicemail from overseas. The account is active and payment automatic. Last time I checked two weeks ago, everything worked fine. Currently ,the call just drops.

Are you trying to check your voice messages from your Public Mobile cell phone while you're overseas? Public Mobile doesn't have any roaming avaialble other than for the United States.
As for check your voice messages by calling in using in another phone, I would simply call your cell phone number as this would be simpler than dialing a voicemail retrieval nubmer (no need to tell the system what your phone numbe is, etc.).

@milanto i suggest to login My Account using Incognito mode to confirm your account status is Active first
Try to use VoIP app like TextNow to call yourself and chexk VM that way
Also try calling VM using number 778-580-4001 or 647-580-4001
