Resolved! Incoming Phone Calls go Directly to Voicemail

When others call the phone number of this providers phone they are immediately sent to voicemail. If they wait 5 seconds and call again the phone call goes through. Why is it going straight to voicemail, but the person is not in a phone call? Thanks
