Plan didn’t change but payment did

Had an old plan of 5gigs at 3G for $30. Plan was supposed to change on renewal date to 15gigs at 4g for $40. Was billed the $40 but plan is still 5gigs at 3G. What do I do ?

Sometimes when I purchase Canada/U.S. roaming Talk and text add on I can do it as a bundle and get charged $15.00 for 10 days. Other times I have to select them separately and get charged $16.00 for 10 days. Why does this keep changing?
