Hello,
I had 6 dollars in my publis mobile account and topped it with 15 dollars. Instead of seeing an increase, I just saw 15 dollars. What do I do

Sounds like you may have selected "Amount Owing" instead of "Other Amount" for $15.
Yes, check your Payment History area on your Self Serve account (or credit card charges).

sign in to Self-Serve, to review your account, if you found at Available Funds: $$ has the amount left, leave it for next bill cycle the will take it from there automatically,
and review your account payment history and transaction history,
which plan you have $!!
and how many rewards you have $!!
$plan - $2 Autopay - another rewards = total ... and the Tax you will see at credit card transaction history,

As mentioned above, screen shot your payment history page (omit personal information). What is showing as available funds? What was charged on your credit card?
You may have possibility just topped up to the total of $15. Your credit card may have been charged $9 + taxes. Knowing your payment history/transaction history would give us more information.
