Promo does not work

I try to activate a new line with %50 discount, 24 months($50 plan, Can, US, Mex, 80GB). The system gives me $5 discount only. So, I need to pay $45 plus taxes. I stopped activation.

Resolved! Responding yes to port out does nothing.
