I just recently switched to another network after purchasing a 4GB DATA, I haven't used it and was wondering if i can get refunded for unused data.

Nope; all sales are final with no refunds or pro-rating of your add-on costs. Sorry
PM will certainly not give you refund, it has a no refund policy
If you moved to Koodo or Telus, they could issue you a one time credit as PM is part of Telus

unfortunately for you, Public Mobile won't refund your add-on cost as you've transferred away. See if your current provider might give some consideration...ask them.
