Data not working

Hey, The data on my Note 10 is not working. I am able to place calls and my APN settings seem correct, I have updated them a couple of times. There is a lot of data available on my account (on 3g speeds). I have attached my APN settings.

Size limit on picture texting?

Is there a size limit on photo texts? Some of my pix go through but some don't. I read something about a 200 KB limit but one of my pix was 209 KB and went through but another one was 192 KB and didn't make it.
