I have a friend that is trying to activate a new Iphone with his existing sim card. He put it in the new phone but it won't work. What steps does he have to take to get it to work?

Does the iPhone showing PM in his Cellular Network setting?

What model iPhone does he have?

Maybe check to see if it is Blacklisted by typing in the IMEI number (dial *#06#) and enter it at:

https://www.imei.info/carriers/canada/

@Tarl   Any error message?  What is the Carrier profile on the iPhone? Does it has the latest PM profile?  

Or you can connect to the iTune to sync and download the carrier profile

Have him test his SIM card in another phone first to ensure the SIM card has service.
