Not getting a 6 number text when it says it sent

If you are connected to public mobile network why am I not receiving the 6 number code that I am told is being sent to me. I click resend and it doesn't send. I need this to get full access to my account. Anyone have any ideas?

No incoming voice calls

I’ve discovered that when people try to phone me on my cell they get a busy signal even though I am not using the phone. I can call out but nobody can call me. Evoelse is working properly including text messaging. How do I fix this?
