Regarding monthly payment

I topped up my account with $35 on July 24 and purchased 10MB with $10. My plan was $30 and I changed it to $35 plan. I paid $39.55 by credit card on July 24. When I checked my account balance today, it is $0. My question is what cost me $25?

If I reach my data limit, would I have to pay for over data usage fees or will it simply slow down (similar to Freedom Mobile). Can I receive text notifications from PM on when I'm getting close to or have already reached my data limit?
