Intermittent call completion to 705 area code

When I call a number in the 705 area code it only completes very intermittently. Most times it states I’m out of calling minutes and need to purchase more. I’m on a plan that provides unlimited calling in Canada. How can this be rectified?

My last subscription was $15/month with unlimited incoming calls and texting, with 3 GB of data and 300 min of out going calls. I updated my public app and now automatically changed my subscription to $30/month. Can I not go back to the $15/month?
