Receiving some MMS but not others

Does anyone have any idea why I receive some MMS but others "time out" or I receive a message saying " can't get MMS not connected to the network "... But I am connected, my data is turned on. It seems to only happen to MMS sent by one of my daughter...

I got Emergency alert every 1 min non-stop since 6 am

This is not the first time I am having the issue, non-stop emergency alert for every 1 minute but this time started from 6 am this morning till now (11:48 am). There is no way to stop it from the phone setting.
