RCS stuck at Connecting

Hi RCS is stuck at connecting.   I've tried all the steps to resolve.   Turned off RCS, cleared cache, forced stop , reset network settings then rebooted Samsung S21.  Turned RCS back on still stuck connecting. Is there a bigger issue going on?
