iPhone 6s no voicemail notification

Phone worked fine on Koodo. After switching to Public, when there is a VM the dot is there but no audible tone. Have changed tone, reset network, wiped phone and reset completely (augh) all to no avail. Running current iOS 13.3.

If I disable background data what am I going to loose ?  Can I still make out-going calls, receive in-coming calls, receive whatsapp messages and check emails, etc. when I don't have WiFi ?

"Unable to Transfer Number" Error

Hello,  I am trying to port over my 604 area code number and I am getting an error "We were unable to transfer the phone number you entered." I typed in the number without dashes or spaces. Can someone PM me on how to fix this?

Why do badges disappear once you touch them ?  Whenever I touch one I expect it to show me the badge or info on the badge, instead it disappears.  I know that it comes back but why does it do that ?  Is it just a glitch ?
