edit, if not blacklisted, try preforming a reset of the device's network settings:
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
Iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.

What is the message on your iPhone when you insert the sim card? Does public mobile show on your screen? How did you acquire your iPhone? Thru a retailer or a private sale?
Most iPhones require you to check for software updates and to connect to iTunes to update your carrier profile. You would also need to create an Apple id if you are new to the Apple world.
