Do you have limited or unlimited minutes ? If you have limited minutes then you may have used them up. You can purchase an add-on for 500 minutes for $5. Otherwise, try dialing 1 then the area code.

If you are on the $15 dollar plan, make sure you are not out of minutes.
If you don't see a line like above your minutes have been used up. You can purchase an add on of 500 Canada wide minutes for $5, a pretty decent deal. The minutes stay with you month after month until they get used up as well. Your plan minutes will always be used first.
Of course if you are on an unlimited Canada wide plan, that's another issue all together. Follow the suggestion of @dabr .

@Cheryl18 Just add +1 in front of all the numbers you dial and the call should go through.
Edit: BTW what plan do you have? Unlimited minutes or limited mins which could mean you're out of plan mins and need to purchase the $5/500 mins add-on to tide you over until renewal resets your mins.
