As per below or above, depending on how you set your view... PM is only useable in Canada and the US.

You can look at https://www.airalo.com/ for affordable data plans and then download an app like TextNow. You can pick a local number and is free calling and texting. You can use this VOIP programs via WiFi or on a data only SIM card.

@JudyR, no roaming options outside of Canada and U.S. If you have access to WiFi you can use apps like WhatsApp, TextNow or other similar apps.
