If I port my number from Public to another provider, can I resubscribe to public mobile (within 30 days) and keep all of my accumulated bonuses and discounts as i'm having regrets with the new provider? Do i have to use the old sim card or can it be another?

It's business deceision resulting in a policy prohibiting it. Public Mobile will not allow a previously used SIM card to be used for a new account., and as such customers try to do that wouldn't have any success.

Yeah no, once a sim is deactivated it's done for good. No carrier that I'm aware of allows you to reuse an old sim.

@Chalupa_Batman- Any provider can choose to allow the re-use of old sims all they like. But I don't know of any that do. It's a little revenue stream for them. If a number is ported out the account is dead/sim is dead. If an account gets fully deactivated after 90 days of suspension the account is dead/sim is dead. However, these sims do not have any expiration when never activated. Some do.
Of course we still have no clue what the customer actually wants here.

The old Public Mobile SIM card could only be used if the Public Mobile account is still open.
A previous used Public Mobile SIM card cannot be used to open a new Public Mobile account.
