depends on where you got it, some vouches needs to wait 24 hours before it can be used. It is not a PM issue but the problem with the stores. As far as we know, vouchers from Shopper drug mart or Walmart or Loblaws can be used immediately without any wait time. Where you got yours?
do you need to apply the voucher today or your account will be suspended? If not, then wait 24 hours.
You can also open a ticket with PM to confirm, Click on the Bubble or directly at : https://publicmobile.ca/chatbot. Follow this to get to ticket open screen quicker:
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM's CS Agent

No not never again! Ok all kidding aside it really depends on where you bought your pm voucher. Not all retailers are the same. You could also be running into the issue that you can only make two attempted payments either via 611 or your self serve account. After which you will just get an error message telling you the system is unable to accept your payment. Then you have to wait one full hour before you get two more tries at adding the voucher.
611 is the easiest method of loading your voucher onto your account balance. It will also automatically reactivate your services if you are currently suspended. It's always important to check the voucher before leaving the retailer to ensure they gave you the correct voucher. Better yet is to load your voucher via 611 in the retail location in case there is an issue.
The following retailers offer pm vouchers that are immediately valid upon purchase.
If you have one of the above retailers vouchers and you still cannot load your voucher then contacting customer support may be in order as a customer yesterday had trouble loading their vouchers from London Drugs which are normally very reliable.

some vouchers take 24 hours to activate,
you can call 1 855 4PUBLIC and add your voucher PIN
or call *611
