If that SIM was once active and then service was cancelled = No. You can recycle it (blue box).
If SIM was NEVER activated = Yes. Activate it and use it until you cancel service and then see above.

You pay for the sim up front...then activate with a plan. If that plan is later suspended for longer than 90 days...the sim is now effectively trash...not usable again.
If the sim was never used...you should be good to start an account.
When was that sim last used ?

Public Mobile is fully prepaid, so yes. AFAIK they don't offer postpaid.

Was the sim already used on PM before and the account was closed due to nonpayment? If yes…you cannot use it again.

A sim that's just old but never activated should be fine. If it's already been used ...forget it.
