My friend is try to transfer her number to pm, but she could not find the right place on website but could done it on app, is it must use the app to transfer phone number now ?

Is the other carriers SIM card in the phone? If you didn't get the message yet, I can forward you the number to help with the port. However, it's best to wait at least an hour or so. If her SIM card from the other carrier is in the phone, it takes up to 1.5 hours. If you haven't received a message from the other carrier, please come back in 2 hours and I'll send you the number to call.

As others have said, porting is done through the app. Assuming she did it correctly like added account number or IMEI of the phone, she should have been prompted a permission text from her old carrier to port her number to PM.
Did she receive a text from her old carrier asking for a YES to port to PM?

To sign up with Public Mobile you must use the app. If you've done that and she has a temporary number, please log into her account via the web and follow these directions to port over her number.
How to port number from “Blank” to Public Mobile
First, make sure your number can be ported by checking on this link
https://secure.koodomobile.com/checktransfereligibilityparrot/default.do
Or log in to your Public Mobile account
Then on your right side you’ll see this box. Click on Transfer Phone Number.
Then enter the number you want transfer and continue to next step
NOTE: Keep your old provider's SIM card inside the phone until you get the confirmation text. Say YES. But wait just a bit longer until you no longer see your old provider's name up top. Once it’s gone, try making a call to test. If you can not make a call using your old providers SIM, the transfer has gone through.

Yup all new activations are done through the PM app now.
If she is having issues downloading the PM app. It can be done on another phone and activate the SIM then once activated, she can login to her account online but remember to logout if the PM app.
She does need the app if she is activating an eSIM and the phone is eSIM compatible.

gotta use the free PM app now to activate and port in. (She could take a new number but port in later, if she wants)

@Lhaha if she is new activation, yes, she need to use the app to request porting. The transfer request is after the payment step
if she is an existing subscriber with working service, like to transfer number, then she can login My Account and request porting there
