New user with new phone number, not ported from another company, won't allow incoming calls but outgoing calls are okay.  Ringer is on and rings for FaceTime etc, do not disturb is off.

haha.. give mod some credit.. they did do something on the backend before the final reboot  🙂

I sent some sort of new moderator message and they did something on their end and then told me to turn off and on phone (had already done this several times before contacting them) and then it worked after that. Now the phone is receiving incoming calls appropriately. Thanks. For anyone else, the next time I have a question should I write it in this community or try to contact the moderator with a message directly?

Try a reset or your network  settings.

Reboot your phone.

Toggle into airplane mode  then back  to regular mode.

 

Log out of your apple ID on your device  then back in. Ensure your phone number  is connected to your apple ID.

No not normal with a new phone number....try rebooting. Remove the sim and reseat. Toggle airplane mode on/off. Can you call 611? Can you log into your account? Is it active?

 

If all fails to fix your calling issue contact the moderators to reprovision your sim card.

 

Edit: Check if do not disturb is on or try resetting your call forwarding.

 

(indeed all else failed ..... Luddite)

did you try connecting the phone to the Computer for iTune to have the latest updates and update the carrier profile?
