Some may find this strange, but I've been looking for an iPhone 8 running an old(ish) iOS. I came across an iPhone 8 on iOS 14.2. When I tried activating iMessage, I've just had the waiting for activation message for hours. All other Apple features work.
I've tried all basic troubleshooting
I also tried everything I saw from this Public Mobile Forum.
Also tried everything from this youtube video: (Video)
Any ideas besides updating?

As mentioned….not a PM issue. Google it and preferably pick an answer from Apple.
Try: A reboot, or a full reset and set up iMessage and FaceTime again.
edit: and make sure your iOS is up to date. My wife’s 8 plus is on 16.7.6.

you might want to check with Apple Communities instead
but try to remove the phone number from iMessage settings, then reboot and put it back
