I am out of the country and tried to get a new canandian number, but because I can’t verify it I could get into my account to speak to anyone or cancel, can someone help! Thank you… I need one; a refund for the sim I could never use and two; to cancel so I don’t get charged again.

any choice Send by Voice Message? if so, you can use that option and call your voicemail and get the code if you know the voicemail password. To call yourself for free when you are overseas, download VoIP Fongo and you can then call Canadian number using Wifi or local mobile for free and get the code
of course, if that does not work, submit a ticket

1 - Refunds are handled by a CS_Agent.
2 - If you have an existing account. Login to your account and have the 2FA code sent by email then disable the Subscribe button. Your account will be closed due to nonpayment after 90 days.

You can ask for a refund through messaging a CS Agent. Also ask for your credit card info to be removed from your account and to close the account on your behalf as you are unable to use it.

is that a number change or a new account activation?
