Hello, I searched around for this problem, and had found two possibilities,
one is APN setting change, I compared and checked several times that my APN setting is correct.
Second one is this post according to this post, I will need to ensure that I am subscribed to the picture message (MMS) feature.
I am now on my self-serve page, where is that subscribe to mms feature? I can't seems to find it anywhere.
Update: Apparently I can recieve MMS but I can't send MMS
Update 2: Here are some additional info. I am using Sony Xperia Z2, Android 6.0.1, APN setting exactly like this post. I am using google hangout as my texting app.

I'm sorry you're still having this problem! Could you send me a few examples of phone numbers you've tried to send MMS to in a private message? I will then send a ticket about this to our tech department 🙂

Sorry for replying so late, I was out of country for a bit...
I just checked now, and mine is "redirect", but I still can't send MMS...
Is there any other potential reason that cause this to happen?

I did the exact same thing, wish I had seen this before I did the factory reset though.
must have redone the apn 20 times, LOL.
interesting how missing the "re" allowed everything else to work, including receiving picture texts.
everything else was working so well, overall very happy with the service!

@dearmusicThis will sound silly but I just realized my issue! Even after rechecking my apn settings I didnt notice it, and data still worked. But my MMSC was wrong. I had (http://aliasdirect.net/proxy/mb/mmsc) Correct way is http://aliasREdirect.net/proxy/mb/mmsc. No caps of course. : ) Finally I can MMS lol! Best of luck!

FYI... Videos sent from iPhones via MMS won't work on Android phones

Using Whatsapp isn't a g good test. Whatsapp doesn't send or receive message through the MMS protocol. Whatsapp just sends the messages and images through instant messaging, using a regular internet connection.

Same issue here. Galaxy S4 with 4.4.2 operating system. APN settings have been checked, erased and put back in following the data connection instructions. Pictures could be sent over 'Whatsapp' no problem, so I deleted that app incase it was the culprit; but it wasnt.

Well, at least try the stock messaging app in case it's a Hangouts' issue.
How about a full factory reset, after creating a backup of course.

Oh, in that case it might be a public mobile issue?
It still doesn't let me send MMS =(
I am using google hangout as my texting app, I believe it enables MMS when I enable SMS right?

@@dearmusic,
If the APN setting were incorrect, you wouldn't be able to receive MMS messages either. So, I don't think tthat's the issue.

Just tried it, doesnt work...
My data is working fine, it's great!
Just can't MMS that's all...
I am on the promotion plan, is that why?

Try adding mms to the APN type

Is the data connection on your phone working or have you run out of data?
Maybe add a screen shot of your APN settings as well.
