the response i get is "we're sorry your call could not be completed as dialed"
The number is correct (it even shows up with caller ID).

From my experience, calls from Austrrlia sometimes show as the number coming from 161xxxxxxxxxxxxxxxxxx. That will cause problems if you're redialing form the call history as the format is incorrect.

Are you trying to call a toll free number? In particular a government one? Toll free numbers cannot be accessed even with a long distance add on as they are refused by the destination end due to the expensive rates charged for international callers to Australian toll free number account holders. You will have to Google a local access number rather than the toll free number in order to call that business or agency.
Or if you are not dialing correctly then just use @VIP_Tech 's advice.

@leekwen are you sure the recipient is able to accept international calls?

Is your Canada calling working? text? data?
Is it just one Australian number that you can't call?
What about other Australian numbers?
Do you see the long distance add on in your self service account?
