Very disappointed in the self serve portal! first time user trying to sign up.
2 credit cards declined which are verified clear directly from my bank private message to community advocate has no solution.
yuck!!! i'll be gone in 24 hrs

It does sound frustrating.
Why don't you start fresh again? Delete the PM app. Re-install the PM app. Start the process again and you will have to enter the postal code again. Make sure that it matches your credit card postal code.
Or you can try initially on the website. Try incognito mode/privacy mode or a different web browser. Then you will need to finish the activation on the PM app.

That is unusual. Are these visa card prepaid? (ie. bought in the store) Not all prepaid Visa are accepted.
If you try too many times to charge card, then sometimes the card is also locked out for 24 hours for security issues.
Website is finicky. You could try a different web browser, clear cache or incognito mode.

Are you using the website to activate new account? or the Public mobile app?
Try the Public mobile app instead.
