@breanna1928The long distance message is a catch all error message. If the account is out of minutes it will sound the same message, so it is important to log into the selfserve account ot make sure there are outgoing minutes left. (Checking voicemail also count as outgoing minutes so beware)

Just to clarify, he does still have minutes left on his plan ($15 plan has 100 outgoing mins)? If he's out of minutes then he should purchase the $5/500 Canada wide minutes, these will not expire and will roll over every month until used up and are a great supplement for limited plan minutes.

Has he tried adding +1 in front of the his calls as suggested earlier?

Sometimes these warnings are frivolous and the call goes through anyway.

Does the phone that you are having issues with have a dual SIM card slot ? Try removing the SIM card and put it into the other SIM card slot. Had the same issue with my phone.

Make sure to include the area code. What plan does your husband have ?

@breanna1928 try restarting the phone. Then you can try adding 1abd the area code in front of the number. Can the phone receive calls just to rule out account problems
