he can only receive calls, he has restarted his cellphone and not working still, gives him an automated msg that says "sorry you cannot make long distance calls upgrade your plan" something like that but he isnt calling long distance.
Unfourtunatly, if they are really bad and bothersome, you'll have to change your number to stop it. Your number has already been passed around, its either ignore them or change your number
