I'm experiencing the same issue as described.
I can use phone calls and data, but I can't send text messages, and receiving them is inconsistent.
What should I do?

just want to confirm how PM agent did it. So, they basically send you a QR code in email and ask you to scan and install, right?

I was able to contact CS_agent and get a new esim to download. That solved my problem. I think there was a problem downloading esim. Thanks.

@TIM_HONG If an iPhone, look at Settings - Messages - Send & Receive to see if your phone number is checked.

@TIM_HONG, it looks like the OP from the link you provided likely contacted customer support to reprovision the eSIM setup as they marked it as the solution.
try sending a private message to them to see if they can correct this on their end:

@TIM_HONG Have you tried rebooting the phone or reset network settings ? Can you confirm you have SMS enabled and MMS ? If iPhone also ensure you have IMessage enabled aswell

Check if the Public Mobile sim card showing on your Sim Manager or Settings-> Cellular page. Make sure it is set as Primary and "Turn on this line" is enabled. Also, better to remove or disable the old carrier simcard
Once all is set, reboot the phone and click Reset Network settings after
if that does not work, then ask PM support to investigate
