I was wondering if I could use an iPhone 11 on a $15 or $20 monthly plan with Public Mobile or if I am required to be on a more expensive plan. Also, how is the Public Mobile coverage around Canada?

The only reason some of the other guys make you be an a plan of a certain value with a certain (expensive) phone is that they are providing a subsidy for the phone so insist on a certain monthly revenue from you for the 24 months. None of that applies here. Bring your own $1000+ phone and you don’t even have to keep your plan going. Buy 30 days of service and then buy some more service down the road if you want or not if you don’t want.

The beauty of pm is the ability to choose any plan you like and change plans as your needs change. Pm periodically updates plans or eliminates plans so you may end up being on a grandfathered plan so you should check in with the community before you schedule a plan change on next renewal to make sure you don't lose a great plan you can't get back or a promotion that is tied to your plan ( like the recent 2GBBONUS promocode where the bonus data is lost if you change plans.)
All phones after December 2017 are sold unlocked. A user may run into a problem with a contract phone being a locked version thru mid 2018. Anything after December 2018 is absolutely unlocked and any phone sold outright is unlocked.....in Canada anyways.

just make sure your iPhone is fully unlocked. If you already using it now, try to insert a SIM from a provider that is different from what you are using. If it works with the that other provider SIM, then it is unlocked.

There is no restriction regarding plans to use with any compatible phone.
From $15 to most expensive - it depends on your personal need and budget.
