Got a new Samsung S20 but my public mobile is not accepted, it is showing message as unregistered SIM, the same sim works in other phone,

Have you been able to use your phone with Public Mobile? Did you contact customer support and request they update their blacklist/remove your device?

Yes, that is what I was thinking, Virgin mobile didn’t provide how/who reported that the phone is stolen as the phone was with me all the time and when I provided the invoice, and my ID, they removed it from blacklist.
the only problem is with PM and Telus, and both are basically one company, sims for both these providers are not working but sims for all other carriers are working, I have already tried Rogers, Bell, Virgin, Freedom

Not using a phone for 6 months doesn't mean that it gets blacklisted. A phone normally only gets blacklisted if the phone was reported stolen by the owner.

Yes, it was blacklisted by virgin mobile as the phone was not used within 6 months, I called and provided them with the proof and they removed the phone from blacklist, the phone is now working on other network(tried Rogers and Virgin sims) but it is still showing unregistered sim, seems others companies have the latest information about the blacklisted phones but public mobile list might not be updated that is it is still showing unregistered sim error

Unregistered SIM doesn't have to mean that there is anything wrong with the device. Such an error message would be displayed if the SIM card is inactive/not assigned to an account or if the service on the account has been cancelled. That same error message can also get displayed during times of network issues.

If this phone were carrier locked, a message asking for the network unlock code would have show immediately upon turning on the device with the SIM card inserted.

Your phone might be locked. Who was your previous provide and where did you get your phone?
Your phone might be broken - not having proper connection with the sim card.
Does any other sim, particularly from PM work with your current phone?
