Hello,
My Visa and MC are constantly failling to process the payment in order to activate my newly received Sim Card in the Public mobile app and in any browser. Some user suggested that the public mobile system might block the card.

If it's blocking, often it's because the Postal Code doesn't match. If you've moved recently and are using the new Postal Code, that can cause it. If you're just updating the expire date, it's odd behavior. You can reach out to a CS Agent to resolve.
