@Cindy123 - have you rebooted your phone lately. Try that first.
If you are android, check if your Chat Features is turn on. If so, I suggest turning them off.
Disable your Chat Features:
If Apple -
If you turn your data off occasionally, then it is recommended to turn off iMessage altogether and use regular text messaging instead.
To do this, go to Settings > Messages and toggle iMessage off.
If you prefer to use iMessage, then you can perform the following steps to fix the issue:

If you have an iPhone, go to Settings>Messages>enable Send Read Receipt.
If this is enabled, the person might be too busy responding or ghosting.

Hi @Cindy123 , did you try sending text to different people and they are all the same , not receiving? or just one or two of them?
It works before and just start having problem?

Are you saying that your SMS does not get delivered? Is that to some particular number or to anybody?
Are you sending plan SMS or MMS? For MMS other party has to have data on in order to receive it. Same as you to send/receive MMS.

@Cindy123 incoming calls and outgoing calls no problem? incoming text ok too?
are you sending regular text? or iMessage or RCS? If iMessage or RCS, you need to have your Mobile Data or Wifi enabled.
