I need to authorize my old provider to port-out my phone number

Make sure to leave it in the device whilst Public Mobile re-triggers the port request.
After you reply "YES" to the Port Authorization Request, you can then replace the old provider SIM card with the Public Mobile SIM card.
I presume you have maintained active service with the old provider - that's needed for the port of the number here.

I got the message but I missed it, and missed the 90 minute deadline. I think I need Public to reattempt the port-out

Make sure to leave the SIM from the old provider in the device. Public Mobile will request the port and the old provider will send you a SMS which you simply respond "YES" to.
