In my view they are absolutely entitled to a refund. The system should be smart enough to block that purchase because it's effectively incompatible with their current plan. I would start by nicely asking, but if needed I would push back pretty hard on this one. There's no way the system should allow that.

I agree that this is a mistake on the part of the customers, but there is never any guarantee that a customer support agent will have a refund issued. Anything such as this is handled on a case by case basis.

Normally PM is non refundable but this is a simple mistake.
Just contact a CS_Agent by clicking on Chat bubble and type in Submit a Ticket or Contact Agent and explain. They will get back to you in the morning as they are off right now.
