Hi there. 
I am currently in the US and my data is turned off. However when connected to wifi I try to send an IMessage and it turns into a text message. Then I get a message from Public saying my plan does not have outgoing text messaging from the US. Will I be getting charged for them or will they not send as my data is turned off?

iMessage can use wifi or cell data. iMessage can send iMessage or SMS/MMS. MMS needs cell data to be on with cell service. SMS needs cell service.

Cell service being in Canada with PM or in the US roaming with PM.

We can receive SMS while in the US without roaming.

@lisa77 , @Luddite has the correct method. But, if you are afraid to do so, just go to any Apple store in the States, and they are more than happy to help any Apple iPhone users. They are so helpful! 

While in USA you would need a USA roaming add-on. (You might receive texts without an add-on but you won't be able to reply)

@lisa77 Never any post usage charges at PM. If you have not pre-paid for a service, it just fails.

To use iMessage on wifi go to Settings >> Messages >> iMessage ON, Send as SMS ON MMS ON >> Send & Receive: should show your phone number and Apple email address; be sure there is a tick mark against your email address to be able to use wifi.

Also, do recall that you can send iMessages only to other iPhones/iPads.

@lisa77  no charge, just not sent . Download TextNow app, with a Canadian number and use it over WiFi to make calls and send text messages .
