Hi there, I paid for a data roaming add-on for USA earlier this month and while traveling the data didn't ever work properly. Specifically, I was constantly in a dead zone and could not use location services. As a result, I had to stop in every Starbucks to find out where I was through their wifi.
I am requesting a refund just for the data roaming portion of my add on's for the month of December.

I was actually in this exact situation and had no luck getting them to honour the service I paid but didn't receive. No one was willing to listen or help. The only answer I received from them was that roaming was never a guarantee so tough luck.

Did you try to connect to t-mobile while in USA?
You could get off-line navigation app and never be lost... There are few very good one.
If US add-on did not work for you at all, ask agent for refund.

were you even able to connect to T-Mobile or AT&T when you were in US?
